Rotate PDF shortcut keys only turn the view

Rotate a PDF by degrees: 90, 180 or 270
PDF pages can only be turned in quarter steps, so you rotate a PDF by degrees in multiples of 90. Right 90° is clockwise, Left 90° is anticlockwise, and Upside down is 180°. Need 270°? That is the same as Left 90°, so pick that. A page that is tilted by a few degrees because the paper went through the scanner crooked cannot be straightened here; that needs re-scanning or cropping.

The reader turned the view, not the file
Rotate in a viewer and the viewer remembers the change only until you close it. Some readers do offer a save, but it may be greyed out because the file is read-only, came from an email attachment, or is still inside a ZIP. Others save the rotation as a note in their own settings, which no other program can see. The result is a PDF that keeps rotating back.
How to rotate a PDF file and save it permanently
Use a tool that rewrites the page's rotation attribute inside the PDF, which is what this page does. Rotate a PDF to landscape or portrait
A quarter turn swaps the page's width and height. So to rotate a PDF to landscape, turn a tall page 90° in either direction. To rotate a PDF to portrait, turn a wide page 90°. Choose Right or Left depending on which way the text is currently lying: if you have to tilt your head to the left to read it, turn the page right.
You can rotate PDF pages to landscape for just the wide tables in a report and leave the text pages alone, by listing only those page numbers. The same goes when you rotate PDF pages to portrait after a scanner saved everything sideways. Rotating turns the whole page, content included; it does not re-flow text onto a different paper shape. To trim a page to a new shape, crop the PDF instead.
Can I flip a PDF online?
If by flip you mean turning upside-down pages the right way up, yes: choose Upside down 180°. That is the usual reason people want to flip a PDF online free of charge, after feeding paper into a scanner the wrong way round. A mirror flip, where text reads backwards as in a mirror, is a different thing and is not supported here.
Rotate PDF image pages from scans and photos
Scanned documents and photos saved as PDF are just images on pages, and they rotate exactly like any other page. Why you can't rotate PDF pages in Google Drive
The preview in Drive is a viewer, not an editor. It has no option to rotate PDF pages in Google Drive and keep them that way. The fix is short: download the file from Drive, rotate it here, and upload the corrected copy. If people already use a Google Drive link to that PDF, upload the rotated copy as a new version of the old file so the link stays the same.
