What is PDF to PDF/A conversion, and who asks for it?

You upload a petition to a court e-filing site and it is rejected: document must be in PDF/A format. Or a university library wants your thesis as PDF/A. Or a tender portal lists it among the rules. Most people meet the term for the first time in an error message like that.

So, what is PDF to PDF/A? It is a clean-up of an ordinary PDF so that it meets an archive standard. The result is still a PDF. It opens in the same readers and looks the same on screen. What changes is inside: everything the file needs in order to be displayed is packed into it, and everything that could break or change with time is taken out.

PDF/A meaning in plain words

The A stands for archive. The PDF/A meaning is a promise: this file will look exactly the same in 30 or 50 years, on software that doesn't exist yet.   • PDF/A-1b: the oldest and strictest. It does not allow transparency, so soft shadows or see-through logos may be flattened. Choose it when a portal says PDF/A-1 or when you want the widest acceptance.
  • PDF/A-2b: our default and the recommended pick. It allows transparency and better image compression, so files are often smaller and graphics stay intact. Choose it when the rules only say PDF/A.
  • PDF/A-3b: the same as 2b, but the standard allows other files to be attached inside the PDF. It is used mostly for electronic invoices.

Convert PDF to PDF/A format with embedded XML

E-invoice standards in Europe put a machine-readable XML file inside a PDF/A-3 document. We convert the PDF to PDF/A-3b, the version that permits this, but we do not create or attach the XML for you. What changes when you convert PDF to PDF/A

When you convert a PDF to PDF/A online here, four things happen to the file.

  • Fonts are embedded, so the text never falls back to a different typeface on another machine.
  • Colours are converted to sRGB, a standard colour space every screen understands. Very bright print colours may shift slightly.
  • JavaScript, encryption and other features the standard forbids are removed. In 1b, some transparency is flattened too.
  • Archive metadata is written into the file, so checking software can recognise it as PDF/A.

Things to do before converting

PDF/A forbids encryption, so a password-protected file has to be opened first; if you know the password, unlock the PDF and then convert. Finish your edits too, since an archive copy is meant to be final. If a court wants searchable text and your document is a scan, run OCR on the PDF before this step. And if the portal has a size limit such as 5 MB, compress the PDF first, because compressing afterwards can undo the PDF/A changes.

We convert; we don't certify

The converter writes a file built to the PDF/A rules, and portals that check for the standard normally accept it. We do not issue a formal validation certificate, and no honest converter can promise that every damaged or unusual PDF will pass every checker. Digital signatures and form fields

Converting rewrites the file, so an existing digital signature will show as invalid afterwards, as it would after any change. Sign after converting, not before. Fillable form fields may also be fixed in place. Keep your original PDF in case you need to edit it again.

Size limits, scans and merging: getting the file right for the portal

Most portals check more than the PDF/A label. They also cap the file size, expect real text, and want one document rather than five. Handle those before you convert, in this order.

Convert PDF to PDF/A in 1 MB, or within 200 KB

Court and tender portals often say 1 MB, 2 MB or 5 MB per file; some government uploads say 200 KB. PDF/A can add a little weight, because fonts and a colour profile are embedded, so aim under the limit first. To convert a PDF to PDF/A in 1 MB, compress the original with the target size box set to 1000 KB, check the result, then convert it here.

For PDF to PDF/A within 200 KB the same order applies with 200 in the box; a scanned document that small will be black and white and a bit rough, but readable. Converting first and compressing second usually strips the PDF/A parts back out.

PDF to PDF with text: scanned files

A scan is a picture of a page. It can be converted to PDF/A, but there is no text inside it to search or select, and some registries reject that. To go from an image-only PDF to a PDF with text, run OCR first: the OCR tool keeps the scan as it is and adds an invisible text layer under it. Then convert the searchable file to PDF/A. Together, that is the version archives like best: the page looks like the paper, and the words can still be found with Ctrl+F in 20 years.

Append a PDF to another PDF before converting

If the petition, the annexures and the affidavit are separate files, join them first. Use merge PDF to append one PDF to another PDF in the order the rules ask for, put the pages straight with organize PDF if anything is out of place, and convert the single combined file to PDF/A. Converting five files and then merging them is not safe, because merging rewrites the document and the merged result may no longer pass the check.

How do I save a PDF as PDF/A without desktop software?
